Preheat the oven to 375°F. Line a large baking sheet with a silicone mat or parchment paper and set aside.
Unwrap candy cane Hershey kisses, place in a bowl and set aside.
Mix cake mix, butter, and eggs with a hand held or stand mixer until well combined.
Add in the peppermint extract, vanilla extract, and green food coloring to achieve your desired color. Mix on low speed just until combined. The batter will be thick and sticky.
In a small bowl, whisk together the powdered sugar and cornstarch.
Scoop the dough with a small cookie scoop and roll the cookie dough balls in the powdered sugar mixture to coat.
Place about 1 inch apart on the prepared baking sheet. Bake for 8-10 minutes, just until the cookies are set and the top of the cookies appear dry, but not browned.
Remove the cookies from the oven, keeping them on the baking sheet, immediately press a candy cane Hershey kiss into the center.
Wait 5-7 minutes to allow time for the kiss to melt and press a heart-shaped sprinkle on each melted Hershey kiss.
Remove from baking sheet and cool completely on a wire rack. Store in airtight container.
